  • ATTORNEY in Hawaii for 14 years. Joseph F. Zuiker Law Office. Concentrated practice in matters related to work injuries. The Zuiker law office has assisted approximately 2000 injured workers and their families throughout the State of Hawaii. I have also assisted victims of automobile accidents injured through the negligence of others. (Since January 2, 1992)
  • STAFF ATTORNEY at Office of Solicitor General, Department of Law, U.S. Virgin Islands - Represented territorial government in multitude of civil law matters including participation in appellate review cases in Territorial Court and before the U.S. Third Circuit Court of Appeals. Representation included heavy concentration in federal and state labor issues and immigration matters. Responsible for drafting, presenting and promoting state statute related to improving field sanitation for farm workers in large work crews. Legislative advocacy resulted in Field Sanitation Statute for State of Idaho. Duties also included representation in numerous employment matters including wage disputes, violations of federal farm worker contract requirements and initial representation in personal injury claims. Edited bilingual newspaper devoted to educating farm laborers regarding laws available for their protection, including laws related to employment contracts, wage statutes, overtime pay issues, etc. ( January - 1978 to January - 1983)

Took over a struggling migrant program and assisted board of directors and program participants to understand their responsibilities and to fulfill their duties. This community action agency developed health and educational programs to assist short term and permanent resident migrant farm workers throughout selected areas of the State of Minnesota.
  • Assistant Campaign Director. Jack Shafer for Congress political campaign. Spent year as full-time volunteer for this Democratic primary Congressional campaign in South Los Angeles neighborhoods. Activities included development of support groups and assisting in all aspects of political campaign.
  • State Director. VISTA Program. Office of Economic Opportunity. Responsible for development and maintenance of Vista Volunteer placements throughout the State of Arizona. Included large volunteer program on Navajo Nation in northern Arizona, volunteers in Phoenix, Arizona assisting persons transferring from State mental hospitals to community based housing settings, and volunteers in rural communities throughout State of Arizona.
  • Program Evaluator. VISTA Program. Office of Economic Opportunity. Assigned to central office of Vista program in Washington, D.C. Traveled throughout the United States and Puerto Rico to evaluate Vista volunteer program placements in wide variety of geographic and socioeconomic settings. Responsible for critical analysis of these volunteer placements, programming concepts and achievements and for making recommendations for the improvement of the programs within that community and throughout the country.

MULTI-CULTURAL EXPERIENCES:

Member of U.S. Peace Corps from 1965 to 1967. Resided in rural village in the northwest corner of the Dominican Republic several miles from the border with Haiti. Duties involved community council creation in five communities. Activities resulted in the formation of a multi-community school development. Program successes included construction of a six room regional school complex effort using community volunteers. Prior school buildings consisted of one room dilapidated wood schools with dirt floors and with no doors or windows. Another successful project included rehabilitation of 5 miles of rural road between main road and isolated community. Prior roadway had deteriorated to point where vehicles could no longer use the road. Other efforts included the initiation of a community water development project. At time of departure from the Dominican Republic a water source had been identified and a topographical survey completed. Initial planning was in place at the time of completion of Peace Corps service. Replacement volunteer’s efforts resulted in completion of community constructed potable water system serving several thousand residents in Santiago de la Cruz, Dominican Republic. A non-profit community board continues to run the expanded water system to this date.

Assisted in writing and editing a book detailing Peace Corps service and above referenced two years of community development efforts. Book entitled Step to Freedom by Francis C. Zuiker, Joseph Zuiker and Anton Zuiker. Available from Lulu.com.

TRAVEL:
I have traveled with my wife and sons to the following international destinations since becoming an adult: Thailand, Hong Kong, Paama Island in Vanuatu (South Pacific), Fiji, Dominican Republic, Colombia, Venezuela, Peru, Bolivia, Great Britain.

ADDITIONAL EXPERIENCES:

  • Member of Makiki-Tantalus Neighborhood Board (No.10). Participation in monthly meetings of neighborhood advisory board. Board receives reports from representatives of multiple levels of government involving all aspects of community health, welfare and safety. Solicit and review community concerns related to health of the community.
  • Active participant in Lawsuit Reduction Through Safety Committee. Activities include discovery and reporting of dangerous conditions to governmental entities and private business entities with goal of removing the dangerous conditions so as to avoid personal injuries and resulting lawsuits.
  • Participation with Sacred Hearts Parish in monthly distribution of dinner to homeless persons at Institute for Human Services Shelter in Honolulu, Hawaii. (During past 10 years).

HOBBIES:

  • Design of individual children’s books for grandchildren.
  • Participated in several cooking classes at Kapiolani Community College Culinary Arts School.
  • Marathon runner. I have successfully completed 14 marathons including 12 in Honolulu and in San Diego, California and Chicago, Illinois.
  • Honolulu Marathon Clinic staff member. Volunteer trainer. Participation in annual training activities to assist first-time runners interested in successful completion of Honolulu Marathon. Work with runners on weekly basis to develop long distance knowledge and skills.
